ALOT DEPENDS ON WIND SPEED , TIME OF YEAR AND WATER DEPTH.

The old say'n is pretty good but not set in concrete.

Wind outa the South , bait falls in their mouth
Wind outa the East , fish bite the least
Wind outa the West, fish bite the best
Wind outa the North , don't go forth

Unless the wind makes fishing too diffacult , fish anytime you can go. There are exceptions to every rule. I never like a blue sky with no wind and lake like a pane of glass.
