Guys like me down here in LA holding non-resident annual AR fishing licenses cannot (according to the wording of the agreement) fish those state line lakes. I read the agreement (no link for it right now) thoroughly the other night to see if I would be allowed to fish Lake Lee. No such luck. I guess I'll have to fish Grand Lake (Eudora) and holler at you guys really loud to see how you are doing.

With half of the lake being in Arkansas, I think you should be able to fish it with Arkansas non-resident license. If not, then could you fish it with non-resident Mississippi license? If not, then you are saying you can't fish it at all? With ANY license? Doesn't make sense to me.
I'd at least make a phone call to Ark Game and Fish Commission if I wanted to fish it.
