You can only fish with 3 at one time. You can have as many in the boat or dock as you want. You do not have to have your name on them. As far as rigging you can tie lures on 6 rods as long as you don't put more than 3 in at one time you are good. I have been know to reel one in so I could throw to a brush pile while trolling.
