I agree, it should not be tolerated.. I only keep 12 1/2" and up to be on the safe side.. unless full of eggs and I will usually turn them back based on personal judgement of the lake and population. What can you do with a 10" or shorter fish? It ain't worth fooling with..
Exactly , I do the same thing . I know ice well make them shorter so I make sure they are 12 1/2 before I keep one . We just need to get the right Wardens phone numbers for your area and just keep them turned in . Only way it's going to stop .
EDIT: One can tell if a person is measuring a fish before he ether goes in the cooler or back in the water . Ones I seen was going right to the cooler .

If they go straight to my live well then they didn't need measuring.. Lol. I measure very few fish that are borderline in my opinion. I ain't that good, but can judge by eye pretty well a 12" and under fish. If it's obviously under you gone, if it's questionable I measure.. if it's a hog no need for the ruler :-)

Oh yeah , You know if it's a 12 inch fish . When you been fishing for 40 year's like me but anyone can look and see it's under 12 easy .

I hit up farm ponds and private lakes as well for some quick fillets. 9" be pushing it, but 30 or so of them make for a good fry.. everybody has their own way of doing things. I agree with OP just keep it legal, your personal preferences on eating size will vary.. I rather fillet a 13" - 15" myself, but that's going off the original topic here.
