Fall River would give you your best quality in numbers but Toronto you will walk out with the best quality but the numbers will be lower. Melvern has been producing some nice thick fish this year.
I would go with whichever lake you know the best. They are all loaded with fish.
I haven't been to Toronto in a long time so can't comment about it. I know in the past it had some nice ones in it. IMO the eastern lakes with probably the exception on Fall River, Toronto, and Eldorado just don't compare to the lakes out west. Kirwin, Webster, Cedar Bluff those lakes have some very nice fish in them an receive much less fishing pressure. Glen Elder was in that category but with all the pressure it got for a few years there something was bound to give.

Rarely catch a small one at CCL. Back when the limit was 2 at 14" I was a part of a couple 100 fish days that we threw back 96 fish that were 12-13 3/4".
