Hey Thanks for the intel... I have a couple questions...
What do you wrap the leds around on the inside of the clear tube??
What do you use to weight the green ones you sink with?
    Thank in advance

Can't tell too much....it might spoil the fun of designing and figuring it out :-)

The ones I made go like this:

    1" PVC core
    Wrap leds around that
1" PVC coupler on each end (I cut mine in half and use half of one on each end, but a whole one on each end will work fine)
Fluorescent tube cover over all that
Weight goes inside - paper towels or something to keep weight from rattling around too much and to keep it at end of tube.
1 1/4" PVC caps on each end and use PVC cement or glue of your choice to secure and waterproof the end caps to the tube cover.

You can use anything for weight - as long as it's heavy enough. Needs to be in the bottom of the light or it won't float right.

The amount of weight varies and it's really just trial and error to figure out what works for your design.

Really like your design and I plan to try and mimic it. Here's a video of someone making a similar light just to give you guys an idea. They use waterproof LED's which of course are not necessary since the tube should be waterproof anyway. Looks like we're gonna light Jordan up this summer!
