I'm not sure about painted jigheads. I never use them for crappies but I know that perch and bluegills care for plain jigheads. You always seem to catch more of them if you use a painted head or tube head.
For crappies I always use tube heads that can be inserted into the body of the jig. The jig sinks a little slower and looks more natural that way...that seems to lead to more fish in the boat most days.
