That depends on where he gets his info. WBTV or the weather channel. Both aren't that good. Remember! If it say 60 % chance of rain in the viewing area that means somewhere it is going to rain and maybe not necessarily "actually" where you are in the area. We have canx and it not rain a drop. Then again we were in the area they were talking about! We will just have to wait and see.
