It would depend on the time of year. and the tactic being applied. Cold is never a deterrent if the fish are biting or if I really want to go fishing. The wind can definitely be a factor when trolling. If one pole jigging, I can fish in near hurricane force conditions, and have done it on numerous occasions, with good results.
