It's a water oak. Yes, I find the fresh limbs with leaves draw fish in extremely quick. I have placed brush out in the morning and caught fish off of them that afternoon. Any big bushy tree works well in deep water. No need to stand them up as long as some limbs rise above the bottom. That brush has a block tied to it, but any heavy object will work, including a old brake rotor. Certain hardwoods will sink without the aid of a weight. I use weights in areas that have moving water to keep them where I drop them.
