Sure, the hardest part would be getting someone to modify their mold to take the 2nd hook though.
Could it be a regular barb less jig head with another hook with the eye cut off soldered to the shank of the jighead? What would you use it for anyway? Just curious.
Let me check something. You maybe be able to use one of the Do-it molds that have a wire keeper. Instead of the wire keeper, yo add the other hook. The size of the hooks for the size of the heads you are asking for a very large. It would probably have to be done with smaller hooks, if it is even possible without a custom mold.

You still need a dremel. I just tried it with #2 hooks in a 1/16 minnow head with wire keeper mold and it was a no go. You are almost going to need a spinner / skirt bait hook for the secondary hook. There is not enough room to put two 90 degree jig hooks in the body part of the head. If you just cut off the bend on a 90 degree hook and set it beside a regular hook, there is nothing there to keep the secondary hook from being pulled out of the head, if you managed to catch a large fish on it.
I would almost rather go with a wired in secondary hook set up like a trailer hook instead of one so close to the body. I was playing around with the idea a few weeks ago, I didn't get very far but here is what I cam up with.

It is a bit different, it is almost like a bait that is used for either Salt Water fishing or stripped Bass. It is just an idea though. If you are getting short strikes something like this may fix your problem. BTW the trailer hook, is a spinner / skirt bait hook. This is a 1/4 ounce head and both the hooks are pretty good size.

I was thinking a straight shank aberdeen hook instead of a 2nd jig hook, Bobo, would that work with lead poured around the eye?
I thought about that also Smooth. I would think you would almost want to thread the secondary hook into the primary hook. I am not sure if you have ever seen the way a wire form and the hook tie in together on a spinner / skirt bait. The wire form actually has a hook bent into it that hooks into the eye of the hook. All of this is under the lead in the body, so must folks never see how they are secured to each other.
You might be able to do it with a regular fishing hook and a jig hook. Someone mentioned soldering them together. Who knows that may be the way to go. I really do not know.

That might work. But maybe a smaller trailer hook. And shortening up the wire a bit. And reversing the direction of the trailer hook to where it is down instead of up. I know it will get hung up easier but that's ok. Putting a black hook on the jig. And a red trailer hook. What would you charge me to build me some of those with a collar? With painted heads?
Why not a stinger hook like we use on a spinner bait for bass ? legal ? I don't know .:dono
If the jig isn't working why have more made?? If you are getting short hits why not use a single hook jig with a shorter tail. Just wondering,
Why not use a trailer hook like the bass guys do. The second hook like the first op pic could be tied in with fine wire and the eye cut off. Will make one tonight when I get to my stuff.
I just don't think extra hooks are needed for crappie. Now Blue Gills do short strike a lot, but not sure crappie do, but I would just use a 1/32 Oz Blakemore Roadrunner with Marabou tail. That is a true 1/32 Oz head and will offer a small profile and small hook, but it works! Other than that maybe a Kip Tail jig since it is usually pretty short or can be and they do love that stuff! I sure would just try a shorter jig and then a shorter tail, but wouldn't cut tail first!
I know most probably don't remember, but Blue Fox use to make a killer little jig and came in several colors, but all had a Nickel Plated head and a very short skirt type material and tiny hook so the jig was really short and I have some in 1/32 and some in 1/16, both are killer and I use to long line troll them and do really well. I need to try them again this year. However I am sad to say they do not make it any longer. Maybe I will take a pic this afternoon to post one to show!

If you are concerned about short strikes take I look at this. I tied up some and they are pretty slick. Down here we have to be careful with the rules.

I leave the eye on and use epoxy soaked thread I've caught crappie, catfish, bass and many nice size fish without any failures

I combine the hooks by wrapping them with one layer of thread .Apply epoxy to the hooks with thread base then wrap another layer of thread with a whip finish and final coat of epoxy cure and tie as usual
