That type of weather usually happens around here in mid to late October. I still catch them from the bank, but it is usually with the bobber set to 4-5 feet deep in water depth of 7 -10 feet. As someone else mentioned, if you can find woody cover at that depth to fish over, there will likely be some there. The waters around here usually have pretty consistent clarity with visability to 3 or 4 feet at this time of year. I suspect they'd be deeper in clearer water or shallower in cloudier water.
We have taken several nice gills in MI under the ice shallow as long as the weeds hold out. The bigger ones may be just out of reach from the bank though.
