Which now means zero control over water releases. If we had not had low lake levels before this spring deluge we would have gotten to this point a week or two ago on many of our watersheds. In essence it would have been as if there was no flood control dams at all for the most recent rains. We need to pray that this is over with soon, because if it is not, for all practical purposes it will be back to the days when we had no dams. Father we thank You for the rain, we needed it.
