In my experience they tend to congregate around points on the leeward side of the lake (north side when there's a southerly wind). On calm days you can see them popping on the surface too. Problem for me is that the shad tend to be way too large (like 4" or more). I have been finding big schools of silversides also though and for awhile they were like crack for the sandies under a float (but then agai,n sandies would eat xmas tree tinsel, they don't give a dang).
