Your float middle is sticking in the carburetor so when it's supposed to come down and allow fuel in it's not allowing it . it's a fairly easy fix to remove the bowl and spray carb cleaner up in it and manipulate the float and valve and clean it out and put the bowl back on. And absolutely run seafoam in it to allow all the rest of the residue to be cleaned out as the boat runs . My 2 cents
