Reaper is kind of an idiot savant when it comes to boat repairs. I would pursue the fuel pump issue. ( this was intended as a compliment Craig so don't loosen my drain plug over it)

Only thing I'm mentally handicapped in is finding Crappie on Oologah this year. However, I do resemble the brilliant portion of your comment and am honored that it is recognized, but please, no pics. I once was in charge of a group of illegals while running a crew for a moron. After teaching these young men exactly how to do the job properly, one insisted on doing things in a manner that suited him and his work had to be redone. I asked him why he did it "his" way and he quipped...."You think you know everything"!
I promply explained to him that when God himself had a question, he called me.

Just thought I'd do a followup on this, I actually forgot about this thread and just came back across it. First of all thanks for all of the input on things to try, and thanks to Bobo for the offer of loaning the spark tester. I actually went through a troubleshoot list starting with the electric since I had the carbs rebuilt about two years ago. All electrical seem to pass, so I moved back to the fuel side as being the problem, flushed the tank and fuel line and put new fuel in and decided to go ahead and pull the carbs, mainly to drain them and make sure that there was no water in them.
Well now there was a surprise! The carb on top was relatively easy to remove, but the one on bottom not so much. In fact the bolts were so tight one would thing that it was being taken off for the first time in 37 years! I did get it off and it soon became pretty apparent to me that I had been hornswoggled; not just once but twice!!! During the time that I've owned this rig which has been for a few years now I've had the engine serviced by two different boat repair mechanics, each one with his own "brick & mortar" established boat repair business. The first time it went in the shop it was supposed to get a complete tune-up, rebuild the carbs and check and fix any other issues. The second time it went to the shop which was just a few months back, was mainly to just double check that everything was good to go since it had set for a couple of years during the rebuild of the boat and the engine had no run time to speak of since the initial service. The second go round cost me about $150 bucks, can't remember what the first time cost was, anyway I truly believe that the bottom carb had never been serviced, at least not during my ownership, the top one maybe but not even sure about that.
What I ended up doing was pulling both carbs and putting new kits in both of them "MYSELF" which is what I should have done in the beginning. Since then she's starting and running great!!! For me this is defiantly a case of "If you want it done right, do it yourself". Just sad to know that there is people that will take advantage of you if they think they can, instead of doing a job the right way.
