    Default Plumbing question

Why has this never frozen in at least the last 27 years? Nothing goes into the wall and there is a shutoff in the ground that has never been closed. I don't get it.Name: 0222211131.jpg

My guess would be that there is a release valve below ground that allows the water to slowly drain out. One place I worked at had a setup like that, don't know the correct name for the fixture but it too never froze

Thanks. I know how those work but in my photo nothing goes into the building. There is a shut off underneath it so I'm guessing they must make a combo shutoff/ freezeproof drain. All I can figure.
