It could just be a problem with the governor not letting the engine open up enough under load

I'm having a KDavid moment.
My John Deere L130 didn't want to pull the leaf shredder up the hill when loaded. So I went to the dealer for a new drive belt, deck belt and blades. Since I'll have the deck off might as well replace those items. Well, it still won't pull the hill. Looks like I'll be rebuilding the transaxle this winter. Any help? I'll start after the new year.

Had to replace couple gears in transaxle on L118 a couple years ago. Found parts breakdown online, aint no big deal. Take your time.
G, one of the first things I did. It was 15 rpms down at idle and 250 rpms at full speed. I removed all the covers and gave it a good cleaning, replaced the oil, oil filter and air filters. Now it's 0.08 rpms at idle and 65 rpms down at full speed. Not bad for a 15 year old engine. It runs and cuts great on a flat. If I cut the hill first it cuts and runs good, then I can cut the flat without a problem.
1/8 th of my yard is flat. I'm pulling a 20 bushel shredder. The mower shreds the leaves some and sends it to the shredder to be chopped up more. The 12 hp engine is mounted on the tongue. If I let it drop to the ground I need jacks to get it up again. A lot of dead weight before I start shredding and a lot more with a 1/3 load. I collected 47 full loads last year with a problem.
I talked with one guy that had to rebuild his L150 for this reason. The transaxle is like an auto transmission. I need to replace the drive plates. Make it posi-traction too.
hey now. As long as it's not a small engine I'm good to go
