Code requires the circuits to be labeled. I label my home runs inside the panel as well so even with the cover off, you can tell which circuit is which at a glance.

So do I. The guy said he was going to send one of his helpers back to label the breakers. I still don't know how or why the electricity was turned on to the main breakers with the box not labeled.
