Having seen first hand what tornadoes can do, my biggest concern would be having that puppy secured to the ground and I'm not talking a 4" concrete pad underneath of it. Personally, I wanna be underground.
Some protection is better than none. At least you have someone to sue if it fails.
We are planing on pouring 24" of concrete underneath it. It is secured by 7/8" bolts and anchors every few inches. I too have struggled with the underground thing, I do believe that is the safest place to be. The problem in our area is the soil. We have red clay which holds water like a jug. It also shifts, contracts, and expands as the moisture content changes over the seasons. This shifting burst seams on a lot of underground structures causing leaks and water infiltration. If it's full of water you can't use it, not to mention mold issues if it is inside your home.
