An inflatable vest must be worn at all times to be considered legal. If you remove it at anytime while in a boat, even when the boat is not under way, it is the same as not having a life jacket. This goes for adults as well as children.
My inflatable life preservers state on them for persons Over 80 pounds which would not allow many children to wear them. I also think a person must instruct new users on how they operate and what to do if it fails to deploy. :twocents
