I also read some arguments against it, such as if we go on a domestic disturbance and there is alcohol or drugs involved blah blah blah. Isn't it illegal still to carry while under the influence of drugs or alcohol, concealed or open???

yes....schools, churches, courthouses, banks, hospitals, airports, etc. Also anyplace that does not want guns can put up a sign that must be readable from at least 10 ft. away that says no firearms allowed.
