There is some disagreement to that prior to this clarification because of an interpretation put out by Jim Hood stating that since a portion of the gun was concealed by the holster, it was considered concealed, therefore a concealed carry permit was required.

My interpretation of the latest is that you do not need a permit to open carry, but you still do to carry concealed.
