When in doubt replace bearings races and seals. I can tell by jacking up and spinning the wheel if a bearing has started going out or is out. A good smooth feel with the bearing properly adjusted....no noise and no rough feeling. If you take the bearings and races out and wash them up good you can visually inspect.... You want smooth surfaces etc. no black marks or pitting etc. If you do not know for sure how old they are....no more than they cost I would replace both bearings and races and the grease seal on both sides. If you do not have a bearing packer then hand pack them real good and be sure to use a good lithium based marine trailer bearing grease.
