It seems our government can fund to the sum of $800,000.00 to teach African men how to clean their genitals but can't find the money to fund a state park.???????

The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex. The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011...

Because AIDS researchers have been unsuccessful in convincing most adult African men to undergo circumcision, the UCLA study proposes to determine whether researchers can develop an after-sex genitalia-washing regimen that they can then convince uncircumcised African men to follow...

The study’s lead investigator Dr. Thomas J. Coates was the fourth highest-funded researcher in the country in 2002 and is currently conducting HIV research on three continents. How would you explain to the average American mom and dad -- who make $52,000 per year -- that taxing them to pay for this grant was justified?” "

BUT WAIT THERE IS AN EXPLANATION....

Two Los Angeles departments have received $111 million in federal stimulus funds yet have created only 54 jobs so far, according to a pair of reports issued Thursday by City Controller Wendy Greuel.

The reports conclude that the agencies, Public Works and Transportation, moved too slowly in spending the federal money, in part because of the time it takes to secure approval of government contracts. The two agencies plan to create or retain a combined 264 jobs once all the money is spent, according to the reports.

SO EVENTUALLY 111 MILLION DOLLAR WILL CREATE 264 JOBS -------OK ----WELL THAT'S GREAT !!! ------THAT'S BETTER-----------THAT'S ONLY $420, OOO.OO PER JOB--------FOUR HUNDRED THOUSAND DOLLARS TO CREATE ONE JOB


And they always seem to be able to vote themselves a pay raise!!!! But they can't find the funds to keep a revenue generating state park open...????? And the golf course they built here in Grenada is a joke!!!!!!.......it had something like a $3-400,000.00 loss just a few years after opening....

I forgot one thing he said- All state parks are losing money. Cossar is losing more than the others. Cossar has lost over 1 million in the last three years. He did say that if they had the week-end business during the week, they would be tickled pink. The fall and winter months is where they get hammered. He also said that the corp built a park across the lake and were charging cheaper prices which has hurt.
