Well, it depends. I wouldn't worry about it on my relatively low performance boat, but if You've got say an 18 glass or larger capable of say 50 mph or more, I might be concerned. Anything out of kilter on a LU when you're skint back is not a good thing and a potential hazzard.
That said, the purpose of the cav plate, especially right there is to make sure the prop has water to bite when coming to plane. Then again, that rough area at full tilt and boogie is a hook waiting to happen.
