Yup! The people who had to be evacuated from New Orleans probably didn't have much to return to anyway. Most were probably renters, or, Gov housing. If anything, Katrina has probably cleansed the area of the poor and downtrodden. If N.O does rebuild, it might actually be a good, safe place to live, barring anymore storms. I am not trying to say that all refugees are bad, matter of fact, I think most are probably good people. But the poor who have survived and left, will be able to start over fairly easy. It's the people that lost everthing they have ever worked for throughout their whole lives who will be hurt the most. Even should they rebuild, is there going to be enough businesses to make it?

I still think they need to build the entire area up to where it is at least 30' above sea level. They also need a definate housing code in place as well, that will allow buildings to withstand a storm of Katrinas strength.

They should not be allowed to rebuild unless it is up to a new, stronger building code.
