A true "survival" kit won't fit into a small tacklebox. A good "First Aid" kit would be my first thought, plus a handbook on survival (or even a Boy Scout Handbook), large hunting knife, water purification tablets or kit, poncho, space blanket, canteen, fire starter kit, complete change of clothes/shoes (2sets > warm/cold weather), MRE's, Boy Scout Mess Kit, 50ft rope/twine, 1gal bottled water, compass, a Boy Scout or Swiss Army Knife, & a small tool kit. Properly packed, you should be able to get all these things in a small waterproof carry bag or backpack.

BUT >... the #1 thing you need is KNOWLEDGE !! Having a backpack or even a vehicle full of survival gear isn't going to do you much good if you don't know how to use the items. (that's why I included a Survival Handbook / Boy Scout Handbook in my list)
