"Dying" implies currently in the process........dead, gone and in the ground would be much more accurate.

Point well-taken, and agreed. I was speaking in generalities of the powers that be, since they dictate how we live. No, there's plenty of common sense, it's just in the folks who are on the short end of the stick (us) who don't have a say in how we live.
