I'd go the rod n reel way to catch flatties. The OBX are me and the Raccoon's ole stomping grounds for whenever the fish back home in midlands SC don't like us no more. To catch flounder best place I caught them is at the hook at Cape Lookout Point. To get there you must be able to 4x4 it on the beach. If you don't have/want a permit to drive on beach, hitch hiking worked for me. Carolina rig a finger mullet (dead or alive) in the quiet area of the hook. If no mullet to be had, try a Gulp shrimp 2" size preferable. Plan B is to follow the Pole rd behind the Graveyard of the Atlantic Museum aka Ramp 55. Go to the inlet and try there.
