You have to read the regulations carefully for each body of water. If in doubt call the local Fish and Wildlife. I don't think it matters when you put them in. I think a good structure can have fish on it within days if not hours. But I think they get good once they have a little growth on them. I just helped my Son today put three in his pond. We just used shipping pallets ....three tied together to form a triangle and concrete blocks tied in the bottom to sink them. Put them somewhere that is or is close to a naturally good area fish use. Near points and creek channels etc. that have some bottom contour and depth change. Try to put them in with at least three or four feet of water over them. Shallow lakes with 25 ft or so maximum depth I would go about 8 to 15 ft depth. Deeper clearer lake probably have to say 25 to 35 ft if the average depth is 60 to 100 feet or more.
