    Use stain steel screw or bolt it will not rust.

    I've not had any trouble with screws, but make sure they are the right size. You want a screw with a enough diameter to get a good solid bite, and enough length to make sure it's not going to pull out or loosen over time. Might want to predrill the screw holes for large screws. And like Red said, definitely get stainless.

    Bolts would be the preferred method, screws are ok if you have enough thickness to get a good bite( I'm thinking 3/4" thick fiberglass or wood backing). Use lock nuts so they don't loosen up over the years.
    Spend the time now so you don't loose that big fish with a rod, reel and rod holder some day

    If you can get to the back of the bolts, the largest washer or some kind of a plate would offer even more support from pulling back out.
