I usually get my bait from Shane's Discount Foods 611 Malcolm Boulevard Connellys Springs, NC 28612. Its just a few minutes from Lake Rhodhiss. You get a dozen for 2 bucks and at least when I'm there a dozen to them seems to be about 15-16.

Bettie's grocery on hwy 89 about 10 miles from pinehall access is about your only one around Belews. Forsth Bait and tackle has some of the best around Winston Salem.
Here in Union County N.C , Lake Lee boat house hwy 601 south just pass Hill Top. Ken will sale you minnows even if you are not fishing at Lake Lee and the count is outstanding.I will go here anytime I need minnows. If you are going to Cane Creek park stop at Cane grocery at the corner of 16 and 200. Better count then at the park.
Lake Norman area: Ball Creek bait and tackle Hwy 16 it opens at 5:30 am coming from Newton and Piedmont Bait and Tackle Hwy 150 it opens at 6:30 am coming from Lincolnton, and The Great Outdoors Hwy 150 in Cherryville.
Moss Lake area: Bass Shack in Shelby
General Store on hwy 150 in Denver has minnows, and a good count. Plus they saved my bucket and refunded my purchase when I drove off and left my minnows last time, lol....didn't know they were missing until we got to SC.
This may sound crazy , but it seems the minnows in the mountains are a lot larger than the ones here. There is a store on highway 19/74 called Great Smoky Mtn. Bait/Tackle that sells 3 sizes of 'crappie' minnows. The small minnows , which are 1 to 1.5 inches , are $2 a dozen , the mediums , 2 to 3 inches , and $3.25 , I haven't gotten any of the large ones yet , but I may when I head back soon. I will let you all know the specifics , but they are $4.75 a dozen.
