p4p thanks for your response. there is nothing under the sun that's intrinsically equal or fair. how do you equalize skill. how do you equalize access. you don't. stick to the science of it. if they do a good job the fishing will be good and the fishermen will come, take some fish, leave some money behind and the local economies will benefit. don't feed the multi-state fisheries bandwagon of bureacratic social engineering.
