    A lot of people have different situations. You and your wife are to be commended for taking in your grandchildren to raise instead of them being in foster care. My grandparents took me and my three siblings in when we were very young and raised us until I was 14 years old. In your case the system is working EXACTLY like it is supposed to. It evident by most of the other posts that is not the case.
