Can anyone tell me what this is for?

Okay so the wife and I just bought a different bass boat this summer. While going over everything in the boat we discovered this outlet or receptacle of some sort, and a bracket or holder for something else to be mounted in. I am suspecting this setup is for a black light, but I have never seen anything like it nor can I find a manufacturer that has a similar Mount setup. The mount and receptacle are manufactured by Perko, but I've looked all over their website and cannot find anything that resembles this. If any of you recognize this setup I would sure appreciate someone telling me what the heck it's for. The boat is a 1989 champion 18'4".
