Seems to me there was a scam similar to this in Texas years ago about a small town between Belton and Ft Hood. If I remember right The local cops of Nolonville were targeting vehicles on the interstate from the side roads, then chasing them down and ticketing them, taking them in front of the magistrate judge. If they couldn't afford to pay the oversized sized fines, their vehicles were impounded and sold at auction to pay the fines. Well after a time people got tired of the hassel, and there was a big worthstory about it on 60 minutes. Then the Austin got to investigating into it. Seems the Courts in Nolonville hadn't paid the taxes on any of the ill gotten fines, and had to sell off all but one of it's police cars and a whole lot of other things that was purchased with these funds, in order to pay the taxes. Seems to me, if my memory is right, the Judge and police chief served some time behind it to.....might be worth investigating. Just my worth.
