Sorry piece of crap he is, no better than robbing someone at gun point. On a side note always felt it wasn't the state game officials place to police cheating in tournaments. Enforce game laws yes, cheating no. An incorrect usage of public funds my opinion. Tournament organizers can either provide integrity for their event or not, its the participants choice then whether they elect to fish or not. When the second place guy wants to fault the state game agency for getting cheated out of first place it's a misapplication of responsibility.
