Finally-- thought I would update this post in case someone sometime needs the same info. After dealing with house/yard issues, I finally got in gear to get the boat/trailer/motor licensed. The mistake I made was to call the general highway patrol number. I was advised that I needed to take my boat/trailer/motor and titles for the boat and trailer to the district offices in either Lees Summit or Sedalia.
However, after calling the Clinton MHP office (suggested above), I was directed to the local water patrol officer who then showed up the next day to do the inspection and check the serial number (VIN) of the motor to see if it was a stolen. It took a bit of time to find the number (of the Yamaha) and no time at all to verify that the thing was clear. And I got an offer of a tour of the lake. Today I put the numbers on the boat and charge batteries! Then it's a bit of gear sorting, and I'm fishing. It's a way past time; my gills are getting dry.
