Another thing is the river has been at or above flood stage every year since the 2008. And every summer the river would get really low and get out of most of the oxbows. I think that killed off a lot the trash fish. The river hasn’t gotten out of Chotard in forever keeping it forever stocked with junk.

I’d say that pretty accurate. If you really want some bream find some the small pothole / pond off some these bigger lakes. They are usually shallower and trash fish usually follow water out of them as it falls. But you’ll have to know the how’s and when’s to fish them.
