Steady rise will push fish into new cover shallow or scatter them a ton. In the spring a rise, as long as it's not muddy as all get out can concentrate the fish getting into the newly flooded terrain
I've caught tons of crappie pole fishing in front of culverts on a big rise. They stack up on the River side of the culverts heading to new ground!!
