I'd check with your local DNR on that to be sure. But if that is who you are trying to disprove a regulation with, I'd check with a different DNR agent from the same state, but working for a different county. Now if the water in question is a Core of Engineers waterway, then a web search should get you your answer pretty easy. FYI - Some CoE waters don't allow any structure placement, and some will have depth and location restrictions. But on the good side, some DNR agents will actually welcome some assistance in placing "approved" structures on any state waters. Best to not assume anything and to keep a friendly and cooperative approach with the DNR. They really can be quite helpful, and may even turn you on to structure coords they've already placed. With all of that said, things have been known to fall off of boats with weights attached to them at night pretty much everywhere as far as I can tell!
