It looks like some kind of single position switch wired to two things, (Maybe??? hard to tell from the pic) and like the others mentioned, check your meter, 59 volts is a very odd reading. Even if you had some kind of 48v system in your boat, Lead Acid batts fully charged are 51.6 and Lith batts are 54.6.
It's not a switch, it's an outlet (cigarette lighter for the older guys). Two wires on hot and two on ground. One set would be from battery and the other set going to feed something else.
