I would pull fuel sample first. Inspect for the presence of water in the fuel. Next I would check to see if the correct spark plugs were installed. If everything passes inspection, I'd jump straight to a compression test before looking any further. (The lower pressure is either related to the gauge being used to test or the pressure regulator. Those pumps are generally work or don't.)
