Check the wire going to the choke solenoid to see if getting power. Then rig a jumper wire from hot post on battery and touch it to the wire connection on solenoid. Could be bad switch, blown fuse or bad solenoid.

I have a 1987 Mercury classic fifty. When I push the key in I am not hearing the click from the choke. The motor will not start. When I take the cow off and manually choke it starts each time.

On that motor it is a yellow/black wire that feeds voltage to the choke from the switch. The only fuse would be a 20 amp fuse under the cowling but if your starter is working then it is OK.
