You might also check & make sure your fuel line bulb is pumped up full. My 1999 Merc 90hp 2strk will not start easily, even when choked, if I forget to pump the bulb

And since it's on a pontoon, you have portable gas tanks ... so make sure you have the vent valves open, too.
