My wife ships time sensitive samples overnight by the USPS to an out of state laboratory. If the samples aren't delivered the next day, she gets refunded the shipping cost. Several times the samples were received at a USPS distribution center early the following morning less than 15 miles from the final destination, yet they didn't arrive in time. That means results are invalid and samples must be collected again (at our expense) and processing is delayed further. Louis DeJoy needs the tighten up and start running things like they're supposed to be.
