In my experiences ... it can turn the bite off. Falling water can force them deeper and/or away from the bank. It can make them lite biters during their location change, too. Slow falling water levels may not cause a drastic change in the feeding behavior, but a fast drop in water levels certainly can. Lots of other factors could also be at play, also.
