The simple answer is ..... the COE that runs the dams are not in the business of fish conservation. They have one job, and that's to mitigate flooding downstream.

CrappiePappy is exactly right. The agencies that are responsible for water management in the drainages where the dams are located have priorities that do not include fish and wildlife resources. Their priorities most likely are something like this:

1. Flood control
2. Hydroelectric power
3. Navigation (in some cases)
4. Irrigation (in some cases)
5. Recreation (this may or may not be on the priorities list, and this would be where fish and wildlife resources consideration would be)

It is a common water management practice to release water in the spring to "make room" in a reservoir for spring runoff and rains.
