I would think 12" would be sufficient. But you might want to flip the rig out aways & let it pendulum back, rather than drop it straight down. Some jig/plastics will spin falling thru the water column, and that may be causing the lighter jig to wrap the main line as it's being taken down by the heavier split shot ... then your jigging motion may be creating the knots.
When I use a split shot above a jig, it's usually a #5 (~1/16oz) ... when I use one to fish live bait on a hook, it's usually a #4 (~1/8oz) -- in either case it's mostly for <20fow. But, I'm not a vertical jigger, plus I don't know how deep you're trying to fish.
